I can't answer that (probably not too hard) but by looking
at the dramatic drop in registrations that MelbIT has
reported in the Australian today I would think they would
be desperate to get company's registering a domain name
for each product/service they offer etc as per the
suggestion in the letter you quoted.

The whole idea that .com.au is a 1:1 map of business names
in Australia was always flawed and so this is perhaps a
real world indication that this must change. 

I notice that the ACTU want to get a .union TLD and for
people who really want a 1:1 of something a TLD such as this
makes much more sense. Bring on the .abn.au TLD and let the
.com.au map resources generic or otherwise.
