Provisional accreditation is the stage between auDA accepting your
application and you taking the technical interface test. Once we are in
the new regime this is likely to be a matter of days. It is only a
lengthy period at the moment because we provisionally accredited
applicants to enable some of them to take part in the test-bed process.

Once you are an accredited registrar, then you are bound by the
Registrar Agreement and the Code of Practice and auDA's published
policies etc. Pursuant to that agreement, auDA can suspend or terminate
or insist that continuation of accreditation will only be under certain
circumstances and so on. Thus, the behaviour of a registrar will be
governed to a great extent by auDA as well as ACCC in respect to the
TPA.

At present, auDA has no power over resellers which is why we have
referred and continue to refer complaints to ACCC who do have powers
under the TPA.

Chris,
thanks - but your reply does not really address my question.  Can auDA
initiate its own action against provisionally accredited registrars to
remove their provisional accreditation or can it only act AFTER an
organisation such as the ACC as taken some action ?
