Reflections on the Internet Governance Forum in Istanbul

The ninth IGF, held this year in Istanbul, closed last Friday with a broad cross-section of stakeholders calling for renewal of the IGF, reflecting the meeting?s success meeting and the widespread recognition that IGF should to continue beyond 2015. (The UN General Assembly is scheduled to decide on the renewal of the IGF in December 2015.) As with all IGFs, the scope of discussions ? in workshops, roundtables, main panels, and hallway conversations ? was vast, ranging from network neutrality and human rights, to the IANA transition and the outcomes of the NETmundial meeting in April 2014. Over 2,300 people attended the IGF, with more than a thousand others participating remotely.

Internet Rules Should Be Made by All, Not Only by Governments

A governments-only International Telecommunications Union conference in October may let governments set the rules of the internet and push other stakeholders to the side, US official Lawrence Strickling warned participants at the eighth Annual Meeting of the New Champions that is taking place in Tianjin, China, on 10-12 September 2014. More than 1,900 participants from 90 countries are taking part.

IANA Transition Update

The transition of NTIA?s stewardship of IANA has been discussed extensively. Just last week there was a meeting of the IANA Stewardship Transition Coordination Group or ICG. At the IETF we made the final decision to create the IANAPLAN working group. And IANA transition was also an important topic in the last week?s Internet Governance (IGF) meeting.

Remarks at United States ITU Association: Remarks by Ambassador Daniel A. Sepulveda, Deputy Assistant Secretary and U.S. Coordinator for International Communications and Information Policy, Bureau of Economic and Business Affairs

Thank you very much. I appreciate the work you are all doing to ensure that we achieve a successful outcome at the International Telecommunication Union (ITU) Plenipotentiary conference in Busan in October and November. ... From those discussions and deliberations we have outlined what we believe will constitute success in Busan and concluded the following. While protecting the Internet?s underlying protocols and multi-stakeholder institutions from centralized regulation or ITU control, the United States will have to set a positive agenda for the role and future of the ITU that enjoys support from every region of the world.

UN Internet Governance Forum Sees New Challengers, From Top Down And Bottom Up

The Declaration of Independence of Cyberspace by John Perry Barlow in the end somehow reconnected the 9th Internet Governance Forum and the new Internet Ungovernance Forum held in Istanbul last week. The UN-led initiative is facing profound new challenges as the global split widens over the future of the internet.

Understanding the Long-Term Value of the IGF by Joe Alhadeff

This year's IGF in Istanbul comes at a critical moment in the Internet's history and is the latest in a series of pivotal meetings that will have far-reaching consequences for its future. One of those central questions posed recently was how the IGF, founded nine years ago in Tunis as part of the two founding phases of the World Summit on the Information Society (WSIS), could be improved to increase its relevance and inclusiveness in meeting the new challenges facing our open Internet.

The State Department?s plan to spark a global SOPA-style uprising around Internet governance

For years now, there has been a fight brewing over whether Internet governance should rest with the 16-year-old California-based nonprofit called the ICANN or be shifted to a United Nations-affiliated body.

< <http://www.washingtonpost.com/blogs/the-switch/wp/2014/09/09/the-state-departments-plan-to-spark-a-global-sopa-style-uprising-around-internet-governance/> http://www.washingtonpost.com/blogs/the-switch/wp/2014/09/09/the-state-departments-plan-to-spark-a-global-sopa-style-uprising-around-internet-governance/>

Towards an Internet Nation?

"Governments of the Industrial World, you weary giants of flesh and steel, I come from Cyberspace, the new home of Mind. On behalf of the future, I ask you of the past to leave us alone. You are not welcome among us. You have no sovereignty where we gather." These are the opening words of the Declaration of Independence of Cyberspace, written by EFF co-founder and board member, John Perry Barlow almost two decades ago. The document is more of a visionary dream than a political program, and doesn't shape EFF's policy on a day to day level (indeed, Barlow himself has said that he would write it differently today). Yet it continues to resonate strongly for many.

Critical Look at New gTLD Registries' Tactics by Alex Tajirian

This post outlines some faulty decisions by new gTLD registries. The purpose is to guide future expansions and, hopefully, adjust some of the decisions that current registries have adopted, including demand prediction, pricing, marketing, doing good versus not doing good, and launch date... GTLDs that have no competition do not need to race to launch. They have the luxury of waiting to better assess prices and postpone investments in capacity.

DNSSEC Adoption - A Status Report (Part One) by James Galvin

Where is the domain industry with the adoption of DNSSEC? After a burst of well publicized activity from 2009-2011 -- .org, .com, .net, and .gov adopting DNSSEC, roots signed, other TLDs signed -- the pace of adoption appears to have slowed in recent years. As many CircleID readers know, DNSSEC requires multiple steps in the chain of trust to be in place to improve online security.

Research Finds No Large Scale Heartbleed Exploit Attempts Before Vulnerability Disclosure

In the days and weeks following the public disclosure of the OpenSSL Heartbleed vulnerability in April, security researchers and others wondered aloud whether there were some organizations?perhaps the NSA?that had known about the bug for some time and had been using it for targeted attacks. A definitive answer to that question may never come, but traffic data collected by researchers on several large networks shows no exploit attempts in the months leading up to the public disclosure.

UDRP not designed to address all trademark-based domain name disputes

In a domain name dispute under the UDRP, Segway Inc has obtained the transfer of a domain name incorporating its trademark but lost its complaint with respect to four others. The decision shows how the UDRP was designed to address a limited category of trademark-abusive domain name registrations, and not to deal with all manner of trademark-based domain name disputes.

The Internet has been running on life support for 15 years | #Peer2

The American Registry for Internet Numbers (ARIN) realized that it was running out of IPv4 address space at least 20 years ago, but the biggest concerns lie in the unknown aspects of transitioning away from this protocol. About 15 years ago, the organization developed a life support mechanism called the Network Address Translation to help limp IPv4 along at the time, but that life support engine could go bust on any day now.
