ICANN, The IANA Transition and The Marrakech Package

Last week, after thousands of hours of work and hundreds of meetings, the
final steps in a comprehensive package on the historic transition of some
key technical Internet functions, critical to the Internet?s smooth
operation, to global stewardship were agreed to at the closing day of the
ICANN public meeting in Marrakech.

APTLD Statement on IANA Transition

Over the last 18 months, the APTLD community has closely followed and
actively contributed to both the process for the Transition of IANA
Stewardship from the NTIA to the multi-stakeholder community, and the
related process to enhance ICANN?s Accountability to this community.

IANA Stewardship Transition Moves to Final Phase

An historic proposal for the global community to assume stewardship of the
IANA functions, produced after nearly two years of work by the global
Internet community, has been delivered to the U.S. Government for its
consideration.

ICANN 55: IANA, Accountability and Public Safety

ICANN 55 was held from 5-10 March 2016 in Marrakech, Morocco, and marked
another milestone in the march towards transition of the IANA functions
stewardship to the global Internet community. RIPE NCC Executive Board
members, staff and members of the RIPE community took part in meetings
throughout the week, discussing issues ranging from IANA stewardship and the
accountability of ICANN to the accuracy of RIR whois databases.

ICANN and the IANA Transition -- Proceed With Caution by Paul Rosenzweig

Two years ago, the United States government, acting through the National
Telecommunications and Information Administration announced its intention to
sever the last contractual control it had over the administration of the
Internet Assigned Numbers Authority (also known as the IANA function) and
allow that function, in the future, to be performed by a non-profit company,
ICANN.

Stop Obama?s Internet Giveaway: It?s up to Congress to block a surrender
that could give control to authoritarian rulers.

Two years after President Obama decided to give up U.S. protection of the
open Internet, his administration is now considering how to give away power
to other governments, most of which want a closed, censored Internet.

Witnesses to Hill: IANA Hand-Off Can Meet Contract Deadline

Witnesses told a House Communications Subcommittee hearing panel March 17
that they thought the U.S. could hand off oversight of ICANN IANA, which
oversees domain naming conventions, from the U.S. to a multistakeholder
model by the time the current contract expires at the end of September.

Lending Clarity to Security Risk Definitions - For ICANN Community and
Beyond by Dave Piscitello, VP, Security And ICT Coordinator

In its Beijing Communiqu? of 11 April 2013, the ICANN GAC called on ICANN to
have new gTLD registry operators find and act upon a variety of abusive
activities occurring within their TLDs. This led to a requirement in all new
gTLD contracts:

What is the Intellectual Property Constituency? by Doug Isenberg

As a longtime member of ICANN's Intellectual Property Constituency (IPC),
I'm impressed by the important work that this group does on behalf of
trademark owners worldwide (as I've written before). While some die-hard IPC
members spend countless (and, often, thankless) hours working virtually and
in-person (at ICANN's global meetings) for the constituency, I find it very
educational and worthwhile to participate on an ad-hoc basis.

Internet Domain Name Expansion Pushes Dispute Resolution Cases Up At WIPO

WIPO has released data on disputes between trademark owners and third
parties who are registering new domain names with the original brand name.
Disputes are on the rise and the proportion relating to new gTLDs is
growing, it found. Fashion and banking are the prominent areas for disputes.

one part of the story.

The Year's Three Biggest Sales Were ALL Posted This Week With One Topping
$900,000

The last couple of weeks we've been wondering if buyers from China would
return in force after their Chinese New Year's break. With the kinds of
domains they prefer (short .com acronyms and numeric domains) largely
missing from our charts in February it looked questionable. But with NameJet
releasing all of their February sales this week - and some other venues
chiming in with solid sales - it became obvious that a lot of those kinds of
names were being sold throughout the month (domains that are being seen on
the chart for the first time this week). That is a very good sign.
