Transition Of Core Internet Functions (IANA) Oversight From US Government No Done Deal

Will the US NTIA be able to handover oversight over the management of the DNS root zone and other core databases of the internet in September? At a hearing of the Senate Commerce Committee in Washington today, proponents and opponents showed off and Senator Marco Rubio, former presidential candidate, strongly supported a delay.

< <http://www.ip-watch.org/2016/05/24/transition-of-core-internet-functions-iana-oversight-from-us-government-no-done-deal/> http://www.ip-watch.org/2016/05/24/transition-of-core-internet-functions-iana-oversight-from-us-government-no-done-deal/>

Why the IANA Transition Matters and Must Not Be Delayed

As the Senate Commerce Committee hosts a hearing on ?Examining the Multistakeholder Plan for Transitioning the Internet Assigned Numbers Authority? and the Board of ICANN meets to adopt the new ICANN bylaws, a number of concerns continue to be raised in the media, on Capitol Hill and elsewhere about the IANA transition. CDT offered our thoughts on these unfounded concerns in a statement we submitted for the record of the Senate hearing and we debunk a number of these concerns in this post.

China?s Emerging Cyberspace Strategy: A closer look at China?s cyber strategy, and what it means for the world.

China has been the center of attention on cyber issues and one of the very few countries yet to publish a report on its cyberspace strategy. People outside China who are eager to understand its cyber strategy are only disappointed by the lack of viable channels to find information they want. Such an information deficit has given rise to misunderstandings and misperceptions about what China would do and where it is heading in the cyber world.

ICANN Won?t Even Be Accountable in Becoming Accountable

I?ve been around ICANN-land a long time, so I?m not sure why I continue to be surprised when it engages in theatre around its own governance. As many of you know, the NTIA, with no instructions on the matter from Congress to do so, is moving swiftly to give up oversight of ICANN.

A "Grand" Milestone: New gTLD Program Reaches 1,000th Delegation

Today, we celebrate an exciting milestone in the evolution of the domain name system ? more than 1,000 new gTLDs from the 2012 application window have been introduced into the internet. There are nearly 50 times as many gTLDs as there were in 2013 when the first four applications completed the New gTLD Program. This expansion is contributing to choice, competition and innovation in the domain name industry.

The Irritating Irresolution of ICANN Jurisdiction by Philip S. Corwin

The ICANN community review and Board approval of the draft Bylaws intended to implement the Work Stream 1 recommendations of the Cross-Community Working Group on Accountability are nearing completion. As we approach that marker, it is worth remembering that a major impetus for the approaching transition of IANA functions control away from the U.S. Government to the multistakeholder community was the notion that termination of the remaining "clerical function" performed by the USG within the context of the current IANA contract would dampen criticism of ICANN's relationship with the USG.

DNS SECURITY

**********************

WPAD Name Collision Vulnerability

Web Proxy Auto-Discovery DNS queries that are intended for resolution on private or enterprise DNS servers have been observed reaching public DNS servers. In combination with the New gTLD program?s incorporation of previously undelegated gTLDs for public registration, leaked WPAD queries could result in domain name collisions with internal network naming schemes [2] [3]. Collisions could be abused by opportunistic domain registrants to configure an external proxy for network traffic, allowing the potential for man-in-the-middle (MitM) attacks across the Internet.

US-CERT: Domain name collision bug could result in MitM attacks

The U.S. Computer Emergency Readiness Team (US-CERT) issued an alert this week, warning of a ?domain name collision? bug, causing certain DNS queries to be resolved on public instead of private or enterprise servers, exposing organizations to Man-in-the-Middle (MitM) attacks.

When domain names attack: the WPAD name collision vulnerability

Domain name company CentralNic reported its audited 2015 results today. The company reported ?10.4 revenue in 2015, compared to ?6.1 million the year before. Some of the jump is attributed to the acquisition of Internet.bs, which contributed ?3.3 million revenue in its first full year as part of CentralNic. In 2014, after it was acquired in June, it contributed ?1.51m. Another chunk was thanks to higher sales of premium domain names.
